As far as the safety

and welfare of this kolony are concerned,

I am of opinion that half of the White troops here might be spared. If you

agree

with

me in this, and if you

the Governor of the Straits Settlements

also think that half a regiment there

might be dispensed with, it would be possible to place either 74th Highlanders the 27th Regiment at the disposal of Her Majesty's Government for service in -

Natal or

India.
